This photo was taken in 1971. This has got to be one of the worst wedding day pictures I've seen! The bridesmaid and flower girls dresses are horrible. They have way too much floral print on them. It's so bad that you can barely tell the bridesmaids are all holding flowers!

You are right, looks like someone had a budget crisis and used European draperies from ancient castles for materials. As long as they liked the outfits, I guess that's all that really matters.
